Recently, Guangdong Provincial Office, SAT and Guangdong Local Taxation Bureau held State and Local Tax Service Cooperation Exchange and Promotion Meeting of Guangdong Province. It is reported that the integrated tax service hall of Zhuhai High-tech Zone was the first state and local tax service hall countrywide; it had launched 13 self-innovated cooperation items, such as “ten ones” and “three combinations” as the first pilot zone, and its “seven ones” experience was publicized in the whole province. 

It was pointed out in the meeting that Guangdong Provincial Office, SAT and Guangdong Local Taxation Bureau had been making great efforts to forge “6 cooperative brands” between them. In particular, they had set up 7 integrated state and local tax service halls and 35 “24-hour automatic state and local tax service halls”, dealt with 315,000 tax registrations jointly, granted loans of RMB 15 billion relying on the taxation and banking interactive tax preferential projects accumulatively, benefiting nearly 3,000 enterprises and creating 46,000 jobs. 

      Next, Specifications for Cooperation between State Administration of Taxation and Local Taxation Bureaus (Edition 2.0) will be implemented on a whole scale for state and local tax departments to explore and set up a normalized state and local tax cooperation mechanism, further forge the “6 cooperative brands” between Guangdong Provincial Office, SAT and Guangdong Local Taxation Bureau, and promote the construction of county level state and local tax cooperative demonstration areas. This mechanism is also set up in order to make full use of the advantages of state and local tax, promote the in-depth fusion of the services, properly integrate the law enforcement and gather together information related to state and local tax intensively, based on information sharing, focusing on taxation service optimization, tax collection administration efficiency improvement and standardization of tax law enforcement, and relying on modern information technology; making constant progress in the modernization of tax collection administration system and capability; improve the work quality and efficiency of taxation departments; better serve the general economic and social development situation, and make positive contributions to the early establishment of an all-around well-off society in Guangdong. 

It is reported that Zhuhai High-tech Zone, in the construction of state and local tax cooperative demonstration area, has fully realized 35 cooperation items required by Cooperation Specification Edition 2.0, including integrated tax service hall, cooperative tax collection, joint setup approval, change registration, coordinated cancellation registration processing, joint provision of personalized services for large enterprises, and combined taxation credit evaluation, and launched 13 self-innovated cooperation matters, such as “ten ones” and “three combinations” as the first pilot area.

    “Ten ones” means setting up a professional “cloud consultation” service team, constructing an “official seal” Internet of Things management system, erecting a tax source risk monitoring platform, improving a shared comprehensive tax governance data network, constructing a joint tax culture exhibition hall, forging an innovative tax promotion brand, “shuihui”, and constructing a simulated operation cabin for new taxpayers, a performance management system, a tax source risk evaluation center and a tax income analysis center. “3 joints” refer to the joint hosting of party building and team building work, joint implementation of law enforcement and discipline execution inspection and the joint establishment of fund guarantee mechanism.
